United States (Country threat level - 3):

Much of Houston and the surrounding areas still lack electricity as of 15 September 2008. The process of completely restoring power to the city could take weeks. A curfew will remain in effect from 2300 to 0600 local time until 20 September 2008. Some grocery stores, retailers and building supply stores have reopened throughout the city. There have been long lines at the scattered gas stations that are open. Energy companies are in the process of moving additional fuel and generators to key locations. All production in the Gulf of Mexico has been halted, but energy companies are in the process of resuming normal operations.

The Federal Emergency Management Agency (FEMA) is in the process of setting up 17 points of distribution (PODs) for the delivery of ice, water, packaged meals and other emergency supplies to those affected by Hurricane Ike in the Houston metro area. The first five FEMA PODs will be open and dispersing supplies by 1000 local time at five locations throughout the city

Houston Hobby Airport (KHOU/HOU) and Houston Bush Intercontinental Airport (KIAH/IAH) have reopened on a limited basis. Continental Airlines resumed service to George Bush Intercontinental Airport on 15 September. Continental Express and Continental Connection will resume reduced service at the airport. Southwest Airlines will resume service to Hobby Airport. Police officials stated that people traveling to both airports should carry proof of travel plans in the event they need to drive during the scheduled curfew times on 2100 local time to 0600 local time.

Access to Galveston Island will be restricted to law officers and emergency services personnel until further notice. Although most homes on the island have reportedly survived the storm, authorities have told those who evacuated they will not be allowed to return until water, power and natural gas has been restored.
